bluefish - do they migrate with the bass?

It's so hard for me to figure this out.
some years they are here sick in the spring they move out in the summer and they come back in the late summer.
this year it seems like after a good spring the big ones disappeared.
even the party and tuna boats don't seem to be catching them.
so where do you think the big guys go and if there is a migration how come it doesn't seem consistent? Thanks

I dont know if this is related but they don't usually show up in cape cod bay until july. This year they didn't show in any sizes until august.
