How come they can't do this stuff in the spring or fall when there are less people around?

How come they can't do this stuff in the spring or fall when there are less people around?

I believe some state DEP regulations don't allow dredging past a certain point until after July 1st??? Just some stuff I have heard no idea on its validity.
