The Atlantic Canyon Withdrawal was done by President Obama with the authority granted to him in section 12(a) of the Outer Continental Shelf Lands Act, 43 U.S.C. 1341(a). And section 320301 of title 54, United States Code (the "Antiquities Act"), authorized President Obama, under his discretion, declare by public proclamation the Northeast Canyons and Seamounts Marine National Monument as historic landmarks, historic and prehistoric structures, and other objects of historic or scientific interest that are situated upon the lands owned or controlled by the Federal Government to be national monuments. The Frank R. Lautenberg Deep-Sea Coral Protection Area was developed in a collaborative process by the Mid-Atlantic Fisheries Management Council.

Marine Protective Areas have those and other processes to "protect" areas of our Exclusive Economic Zones.
