I don't think any fish is worth that bait expense, unless you're getting them off a dragger. Many of the sea scallops you see are made from the wings of big skates. If ya wanted to experiment with white meaty bait, you could try skate wings the next time you catch a big one. Take the wings and cut linear strips out of them. Size them up to the size of the fish. Use the meatiest part of the wing, throw away the rest. Let us know how it works. When you catch your first skate bait fish, post the pic. I want to see it. :D
