Confusion on regulation

I saw some where that the regulation for bass on boats will only allow one 40" per boat per day. I am confused about this. If I pay my money on a charter boat and two of us get over 40" stripers, who gets to keep it? Is this really the regulations for next year?

That's the law in NY, I don't know about Jersey.

Hookset, if you read those regs, there are 2 per angler like in NJ, but the size is limited, like rockhopper said.
