Kayak bag or milk crate

Is it better to use a milk crate or kayak bag to hold your tackle on the kayak? I was thinking that the bag would be a better choice if you rolled.

I was told the important thing is that everything should be tied down or leashed. I saw something where the guy took a bottom from another milk crate and used it for the top of the other milk crate, it was pretty innovative.
