When the fish strike should I be letting them take the bait for a few seconds or should I be trying to set the hook right away? I always thought you should let them run but a buddy told me to snatch'em up.

As soon as I feel the fish I try to hook them. I wonder if I am doing it correctly as well?:don't know why:

You are talking about baitfishiing, no? Plugging you want to strike immediately, but-- some guys set the hook when they see the fish strike, I don't set the hook until I feel the weight.
As for baitfishing for bass, I don't set the hook until I count to 3, then set it hard. I don't use circles that much. If you do, all you have to do is reel in quickly after you reel in any slack.

That's too broad of a question. Like jigmaster said, it depends on whether you are using artificials or bait.
