Proper way to measure a bass

If your fish comes in at exactly 28" and you get stopped for a check for the F&G. What happens if they measure 27 3/4"?

I won't keep a bass that is exactly 28 inches unless I was leaving the beach as I caught it. I heard that bass shrink with time.
