When do you fillet the fish, on the beach, parking lot, or home?

It's against the law to fillet any fish with a limit until your at the dock with a boat. The only exception is charter and party boats that have a permit to fillet at sea.
Beach fish have to be filleted when you get home by law.

I never fillet my fish anywhere but home. I hate going to the beach and seeing the remains of fish.
I wonder how many people have actually been fined for this. I bet the answer is none.
