How can they accurately collect data on fish? How can they possibly be able to tell how many fish are caught or released? I would think that there are lots of people who don't give accurate counts. If the licensing is to help monitor the amount of fish then aren't they barking up the wrong tree for the info they want?

It may seem impossible for them to do it, I agree. The system we have now is all guesswork, so imo anything they put into place has to be a lot better.
