Who is responsible if pulled over?

If you own a boat and take some buddies and or families fishing who is responsible if you get pulled over and asked for salt water registry cards? Can the boat owner be fined or just the individuals fishing?

I heard it's on the individuals. Unless it's a 6pack or more, where it's covered under the captain's license. Not sure about this though.
