I know a guy who wants to purchase a van so he can sell the fish he catches this season. Isn't this illegal? Who could I report this to if he actually does it?

If he's your friend you should smack him in the face and try to knock some sense into him. Doing crap like that is stealing from all of us.
If he's not your friend, then copy the numbers below and drop a dime on the d-bag. I think dark has some other threads here about poaching numbers but I was in a hurry and couldn't find them.
