On a day when Gov. Bob McDonnell reopened four shuttered rest stops, he recommended closing five state parks as part of a sweeping series of spending cuts to education, health care, and state pension obligations.
Those steps are among McDonnell's proposals to offset an estimated $2.2 billion shortfall in the two-year budget without increasing taxes, which the governor has vowed to avoid. He also shied away from deeper cuts to public safety and higher education, which he said had already seen reductions in recent years.
