ALBANY - Gov. Eliot Spitzer has been caught on a federal wiretap arranging to meet with a high-priced prostitute at a Washington hotel last month, according to a person briefed on the federal investigation.

An affidavit in the federal investigation into a prostitution ring said that a wiretap recording captured a man identified as Client 9 on a telephone call confirming plans to have a woman travel from New York to Washington, where he had reserved a hotel room. The person briefed on the case identified Mr. Spitzer as Client 9.
Mr. Spitzer today made a brief public appearance during which he apologized for his behavior, and described it as a “private matter.”
“I have acted in a way that violates my obligation to my family and violates my or any sense of right or wrong,” said Mr. Spitzer, who appeared with his wife Silda at his Manhattan office. “I apologize first and most importantly to my family. I apologize to the public to whom I promised better.”
“I have disappointed and failed to live up to the standard I expected of myself. I must now dedicate some time to regain the trust of my family.”
Before speaking, Mr. Spitzer stood with his arm around his wife; the two nodded and then strode forward together to face more than 100 reporters. Both had glassy, tear-filled eyes, but they did not cry.
The governor spoke for perhaps a minute and did not address his political future.
He declined to take questions and promised to report back soon. As he went to leave, three reporters screamed out, "Are you resigning? Are you resigning?", and Mr. Spitzer charged out of the room, slamming the door.
The governor learned that he had been implicated in the prostitution inquiry when a federal official contacted his staff last Friday, according to the person briefed on the case.
The governor informed his top aides Sunday night and this morning of his involvement. He canceled his public events today and scheduled the announcement for this afternoon after inquiries from The Times.
The governor’s aides appeared shaken before he spoke, and one of them began to weep as they waited for him to make his statement at his Manhattan office.
The man described as Client 9 in court papers arranged to meet with a prostitute who was part of the ring, Emperors Club VIP, on the night of Feb. 13. Mr. Spitzer traveled to Washington that evening, according to a person told of his travel arrangements.
The affidavit says that Client 9 met with the woman in hotel room 871 but does not identify the hotel. Mr. Spitzer stayed at the Mayflower Hotel in Washington on Feb. 13, according to a source who was told of his travel arrangements. Room 871 at the Mayflower Hotel that evening was registered under another name.
Federal prosecutors rarely charge clients in prostitution cases, which are generally seen as state crimes. But the Mann Act, passed by Congress in 1910 to address prostitution, human trafficking and what was viewed at the time as immorality in general, makes it a crime to transport someone between states for the purpose of prostitution. The four defendants charged in the case unsealed last week were all charged with that crime, along with several others.
Mr. Spitzer had a difficult first year in office, rocked by a mix of scandal and legislative setbacks. In recent weeks, however, Mr. Spitzer seemed to have rebounded, with his Democratic party poised to perhaps gain control of the state Senate for the first time in four decades.
Mr. Spitzer gained national attention when he served as attorney general with his relentless pursuit of Wall Street wrongdoing. As attorney general, he also had prosecuted at least two prostitution rings as head of the state’s organized crime task force.
In one such case in 2004, Mr. Spitzer spoke with revulsion and anger after announcing the arrest of 16 people for operating a high-end prostitution ring out of Staten Island.
“This was a sophisticated and lucrative operation with a multitiered management structure,” Mr. Spitzer said at the time. “It was, however, nothing more than a prostitution ring.”
Albany for months has been roiled by bitter fighting and accusations of dirty tricks. The Albany County district attorney is set to issue in the coming days the results of his investigation into Mr. Spitzer’s first scandal, his aides’ involvement in an effort to tarnish Majority Leader Joseph L. Bruno, the state’s top Republican.

The man screwed up, admitted it, apologized, time to move on. As someone else said, this is only an issue in the US. Men in other countries have mistresses, and deals are sometimes done in high-end clubs. Wives sometimes know about it. It is expected. Only in puritanical US is it an issue.

Yes, he certainly did take that oath. He is sworn to uphold the law, for the people who entrusted him with the office, and the citizens he is charged with representing. It seems the articles sensationalized it a little for the publicity.

After all, he wasn't actually "involved in a prostitution ring". When I first heard that, I thought he was running it. He was patronizing an escort service. Somehow, the soundbites don't work as well when you say "patronizing an escort service".

Notwithstanding, he should still be held liable for a misdemeanor crime of patronizing a prostitute. I don't think he would advise his DAs to give any normal citizen a break in a case like that. Therefore, he should not get a break either.

^^^The only one who even remotely makes sense is this post. Even so, he is only half right. I cannot believe the lily-livered responses from some of you libs here. The man was charged to uphold the laws of the state of NY. What is so cloudy about that?

You libs throw out every excuse in the book to support bad behavior. Time and time again, the Democratic Party comes up with excuses for criminality and poor ethics! When are you jokers going to start taking responsibility for your actions - let the chips fall where they may!

I can cite examples going back 40 years of the weak-mindedness and dysfunctionality of the Democratic Party. Why don't you ask Teddy Kennedy if Mary Jo's family has forgiven him for accidentally driving her off of that bridge? Any answers for that? - didn't think so - it's all "water under the bridge".

And now we have another lib crybaby, apologizing with crocodile tears. Kick the bum out! Recall him if he won't resign, which would be the honorable thing to do.

But he won't resign - libs can't take personal responsibility for their actions. It's always about blaming life's conditions and "special circumstances".

Little Jimmy has a drug problem because he grew up in a tough neighborhood. Little Suzy took bribes in her job as city housing inspector because of the peer pressure.

Blame others, excuses, more blaming others, more excuses and whining. Democrats should be called the Party of the Whiners.

I call for Governor Spitzer to step down immediately. He has disgraced his office, and brought shame onto the law degree he allegedly worked so hard to obtain. Anyone with an ounce of integrity will call for the same.

I am not "dude". Do not address me that way. I was trying to have a serious discussion about the decline in morality in our society today. Libs always want to blame others. They can't fix government because they are part of the problem.

I am not angry, I speak my mind honestly. If it offends some, so be it. Too many people won't speak their minds because they don't want to offend their internet friends. Who cares about internet friends, especially when all I have seen so far is a bunch of excuse making libs making jokes about a serious subject.

I debate others on several other political sites. I came here bored and looking for a worthy adversary. All I have seen so far is a board where the posts are sporadic, hardly any posts at all during the day, and mostly people joking about having a good time. If anyone is up for serious debate, I would be glad to engage all comers.

I challenge anyone here to prove that libs are beneficial to this society.

In the long run, lib thinking will bring our government down, and China will own us. Mark my words, it will come to pass.

Yes, I am retired. Living quite comfortably, thank you. I invested wisely in the financial markets, lived frugally, and now I have no financial worries. So I do have some freedom that others may not have. Since you were attacking me, may I ask how come you can afford to be up so late posting on an internet site?

Senator Debbie Stabenow's husband has been busted for his involvement with a prostitute after he confessed to an officer that he paid a hooker $150 for sex when he was pulled over for an unrelated issue.
Thomas Athans, co-founder of one liberal talk radio network, confessed to Troy police detectives that he paid a prostitute $150 for sex in February at an area-hotel.

MIAMI (AP) — The founder of "Girls Gone Wild" released a video Tuesday that he said proved the call girl involved in a scandal that brought down New York's former governor agreed to be filmed in 2003.

The release came one day after series founder Joe Francis and his companies were sued for $10 million in Miami federal court by Ashley Alexandra Dupre, who claims she was only 17 at the time and too young to sign a binding contract. Dupre, now 22, also accused Francis of exploiting her image and name on various Internet sites.
In the new release, Dupre appears covered by a terrycloth towel and gives her name as Amber Arpaio. An unseen questioner asks if she is 18.

Yes I am," Dupre answers in a strong Southern accent.

"Do you know what 'Girls Gone Wild' is?" the questioner asks.
"Yes I do," she replies with a laugh.
"Can I use this on 'Girls Gone Wild'?" she is asked.
"Of course you can," Dupre answers.

The video also displays a New Jersey driver's license with the Amber Arpaio name and a birth date that would have made her appear to be in her 20s.
A lawyer and public relations firm representing Dupre did not immediately return telephone calls and e-mails seeking comment.
Dupre rocketed to fame in March when she surfaced as a high-priced call girl in the Emperors Club VIP prostitution ring that involved New York Gov. Eliot Spitzer, who resigned soon after the scandal broke. Dupre, going by the name "Kristen," met Spitzer at least once at a swanky Washington hotel, according to court documents.

In her lawsuit, Dupre said she was on spring break in Miami Beach in 2003 when she was approached by "Girls Gone Wild" producers, given alcoholic drinks and then signed a release agreeing to appear. The series depicts women in various provocative poses or topless, often in such party locations as Mardi Gras or spring break beach towns.

Francis has said that Dupre was on the "Girls Gone Wild" bus for a week and made seven full-length videos. He said the video of her agreement to appear is proof that her lawsuit has no merit.
"It is incomprehensible that Ms. Dupre could claim she did not give her consent to be filmed by `Girls Gone Wild', when in fact we have a videotape of her giving consent, while showing her identification," Francis said in a written statement.

After the Spitzer scandal, Francis made a public $1 million offer for Dupre to appear in one of his videos and go on a promotional tour. But he rescinded the offer after realizing he already had footage of Dupre from 2003.

Francis has other legal problems, including federal tax evasion charges pending in California and lawsuits by filed by women in Panama City, Fla., claiming they were victims of underage exploitation. Francis spent a year in jail and was released in March after pleading no contest to child abuse and prostitution charges for filming underage girls in that Panhandle beach town.
