I don't get it

I know of someone who is an avid fisherman. He owns a boat, takes people fishing all the time. He has access to the internet and frequents sites regularly.

The guy had NO idea that he needs to register for a saltwater license.

Not only that but he was complaining about people taking all their limits of fish, when every time he goes out if he catches a stripers they go home with him. He has a freeze full.

I don't get it!!

Either that or he is a complete idiot but I don't know him so I can't say for certain. I would go with my first reason.

I'll go for the second reason. Seems like he is a pretty experienced guy. If he didn't know this by now I would hate be on his boat.
