Is there one color plug that is better than another in bad weather?

Not that I'm aware of. I've fished building Nor'Easters with just about everything, in a variety of colors, and caught fish.

I always start w/ yellow or white they usually don't let me down if the water is real dirty I'll try chartreuse.

yellow or white work in most any color water
