If there is no bait around will fishing a popper, pencil, or any type of topwater lure make enough commotion to grab the attention of nearby bass/blue fish?

Most likely not because where there is no bait there are usually no fish.Bait is what holds fish in an area.

Finchaser is right. If there is no bait you could throw a case of fresh mackerel in the water and you might not get a fish. These fish everyone is talking about are migrating. The only reason they will hold in an area is for food or when they are staging before or after a spawn. You also need to take water temperature into account as well when you make your plug choices
