Town restrictions and Federal dollars

I was reading the Turd thread and the point came up about how Federal $$ is used to replenish the beaches yet the towns restrict the access to fishermen.

What are your thoughts on the subject?

I think if they take federal funds there should be no access restriction. There should be no exceptions.
