The Squawk Box show on CNBC at 7:15 a.m. tomorrow features Rick Robbins, chairman of the Mid-Atlantic Fishery Management Council and I discussing the effect of very restrictive black sea bass quotas on both the public and the party and charter boat operators who depend on that fishery for a living.

The Council met today in Virginia Beach and came up with regulations for 2011 covering summer flounder, scup and black sea bass. The fluke discussions were easiest as states basically stayed within their quotas this year. The non-preferred coastwide option of 18.5 inches with a two-fish limit and a season from May 1 to Sept. 30 was adopted, but is probably meaningless since states create their own regulations under conservation equivalency. It's likely that N.J. will end up with a slightly longer season when all is said and done.

N.J. Councilman Chris Zeman said the scup quota had been greatly exceeded, but the Council voted to expand the the 2011 TAL (Total Allowable Landings) to a level associated with a 5.74 million pound recreational harvest limit and maintain status quo recreational management measures in federal and state waters.

While the porgy situation looks good, sea bass are a problem. Those ridiculous suggestions of just a few sea bass per person were dropped, as the Council approved an increase to 13 inches in minimum size while keeping the 25 fish possession limit -- with seasons from 7/1 to 10/1, and 11/1 to 12/31. That applies until such time as the ASMFC "approves an addendum that evaluates and approves regional specifications for sea bass that schieve the necessary reduction in fishing mortality for 2011, at which time management measures will revert to status quo."

they did not get that many scup in nj last year the numbers are pure bs the fish were motly shorts and i meen short:huh:
