has anyone ever gotten contacted by the NOAA for a survey?

I did, they sent me one in the mail last week. I thought they were supposed to call you, and they mailed mine to me. Actually, I'm not even sure it was the NOAA as I didnt read the whole thing. It was just some stupid questions, so I put it aside until I have time to answer it.

This is what I remembered of the questions-

1. Do you like fishing for striped bass over other species, such as bluefish, seabass and summer flounder?

2. If you had a choice of paying $100 to go on a bluefish trip, as opposed to paying $300 to go on a striped bass fishing trip, which one would you choose?

What are they trying to get at here, are they trying to trick me or something?
Anyone who knows anything about these, please by all means I would love to hear some advice.
