where are the keeper fluke at Island Beach?

where are the keeper fluke at Island Beach? i fished there this morning, was chunking fresh snappers Ihad caught in the bay yesterday. Lots of action on blues but no real size to the fluke. How come?

Fluking in the park has been terrible this year. Best results at the inlet, near the beginning of day, top of flood tide. Or take a trip up north jersey. They are doing well on the northern beaches near the jetties
