I wouldn't tie this fly with two hooks; for me one hook swinging through the air is scary enough with my casting skills (or lack of them).
If I was targeting bass I would leave the rear stinger hook off. For me it eliminates possible weak points in an already weak system (fly line, tippet, knots, links, ect.).
I can see using a fly like this with just the rear hook to cast at bluefish. The synthetic material should hold up much better than regular bucktail against those nasty bluefish teeth. Take a pair of bolt cutters and just cut the hook shank off near the bend.
I baught a package of the 20mm shanks to make larger pike flies. To be honest I can use a piece of wire and have more articulation. But the shanks would work better if you are making more than one section articulate.
