$50 fee to launch a kayak in Jamaica Bay?

A friend who kayak fishes told me this, that you need some kind of permit. Isn't the Gateway pass good enough? Every time you turn around, they want more money.

Nope, the fee is $50 if you want to launch kayak at the designated spots in J-Bay , it is a federal program, not city.

Yeah it's a boat launching permit, since when did they consider kayaks as boats?
