Many of them are. The water has started to warm up a little inshore down there, but the bulk of those fish are being caught in the EEZ. I have a retired buddy who is on the water down there about 5 days a week. There is more enforcement now, thank God for that. There are still people who view enforcement as a joke and think it's no big deal to fish the EEZ.
