Is there a certain distance that the commercials have to stay away from the shore?

The stranding team from the Virginia Aquarium and Marine Science Center is attempting to disentangle a humpback whale from a fishing net about two miles off Cape Charles on the Eastern Shore.
A tracking buoy attached to the animal by the team came loose, but the team is hoping to reattach it. A police boat from the Virginia Marine Resources Commission is assisting, along with the Coast Guard.
