    Here is a quote from the article -

    "A free license to catch saltwater fish may result in no fish to catch.
    That view comes from the New Jersey Saltwater Sportsmen's Alliance, a group fighting proposed state legislation that would create a free registry for saltwater fishermen.


    The alliance, which wants a fee of $15, argues it is needed to fund fishery programs by the state Division of Fish and Wildlife. The river herring fishery will be closed this year and shad in 2012 because the division simply does not have enough money to manage them.'




    Mr Mauro, without sounding like a ****, I don't know if I agree with that. The articles I have been reading say that river herrring was bound to be closed down because of the decline of the stocks. There are mandated closures on the table for MD, NJ, and NY. so is this a fact that the herring fishery will be closed due to lack of funds, or is it being closed because of the declining herring numbers and the damage done by the mid-water trawlers? Please explain further, thanks.
