You can't say there is equal fisheries management representation for the recs and comms in NC because this example would disprove that claim.
I'll bet as soon as it was shut down the first time, promises were made that it was just for show because of the stir those videos caused among fishermen. "Don't worry,once all the anger dies down, you guys will be back in business, business as usual."
Although the above is only speculation on my part, because I can't prove that statement was made behind closed doors somewhere, I submit it can't be proved that this statement wasn't uttered. I know compromises have to be made, but you would think with all the attention this brought to illegal practices in NC, Dr Daniels would have at least spent some more time exploring the issues and implications.

Then, he could have sent a warning to the comm community that illegal behavior would not only be prosecuted in the future, but also aggressively pursued. Wishful thinking on my part.
