10 billion to 23 billion annually? Those are some big numbers. Also big expectations to get 25 port states in agreement. I don't know if that will happen. I do think it is about time this is addressed on an international level. We as local fishermen have all these rules and restrictions placed on us, and on the high seas it's as if there are none at all for these scabs.
