TP in hotel (a very good one) was fine.....TP in China for some reason is not located at toilets at the factories.
Had a trip to Mexico a while back, some of their "facilities" were disgusting. The TP situation there too was not US normal.

I read on here once that in India they don't use toilet paper they use their hands. Maybe the Chinese people use their hands as well and were too embarassed to tell you!
