Help me out on something here, please. Dr L can shut down domestic fishing but can only make suggestions here? What if we recommend something like they did above but the other nations refuse to abide by it. I wonder if there is any pressure that can be applied to nations who aren't in compliance, other than a "strong verbal rebuke".
