Pebble Beach access is closed?

I wanted to check out an old reliable spot the other week, and saw all of these new signs. Anyone know if they are giving out fines, or if it is really closed?

I still see guys going there all the time. I haven't heard about anyone getting fines yet. However there is another access to it. If you park at union beach and have a good set of waders this is what you do. you walk out onto union beach and head to the left. There is a creek you will have to cross as you know from the access you are used to gooing over. It gets chest high deep though at high tide. Cross the creek and continue to the left. Its not a long walk. But once you come around the tip youre on npebble beach and will see other guys out there fishing.
