I think because they had to make a solid case. If they just caught them buying afew fish how great of a penalty would that be? They wouldn't have been going to jail, like they are now. Just my .02. I'm glad they got caught and sentenced, it's about time.
Now they should be looking into the gillnets in our neck of the woods. It's about time someone wakes up, changes the fines to big money and starts shutting commercials down.
